SLP/Powerbond Underdrive Pulley balanced by drilling holes?

I purchased a used SLP Underdrive pulley for my LS1 and noticed it has holes drilled into the back side that I understand is possibly for balancing. It looks pretty crude to me (no finish, uneven holes, etc) and I have a hard time believing the factory would ship it out like this but the seller claims it came this way from SLP. I was wondering if this is normal for an SLP pulley that is supposed to be neutrally balanced for an internal balanced engine.

thats messed up they didnt even bother center drilling the holes so they are ovaled and look terrible. looks like a failed attempt to lighten the pulley with a drill press . . .
