RPMS all over the place after PP TB install

I bought a PP TB and at first when i installed it the car was idling at 3,000 RPM. After a quick look realized the hole to the butterfly was made bigger allowing more air so i replaced the butterfly for the stock one. Now the car idles at 1100 RPM and drives fine HOWEVER, when you shift or even engage the clutch the RPM jumps back up to 3000 but once you shift into gear the RPMs are normal. Any ideas?

make sure the idle screw is adjusted properly so that the TPS voltage is between .4 and .6 volts at idle.
