One place you can go to find the sound you want, is
www.ls1sounds.com
They're about the largest inventory of sounds for different setups on our cars.
I would give you advice, but I have a dumped Flowmaster 40 behind Pacesetter long tubes and no cats, and could care less what the law thinks of the sound (but only because I have no points against me at the moment )

I agree with the www.ls1sounds.com
Do you have a price range in mind?
Most people from what I have seen on here go with Magnaflow, Borla, Corsa, or GMMG.
I have SLP LM2 with Kook's LT's, and no cats and it is ridiculously loud, haha. Usually loud doesn't equate to tickets, driving wreckless does. Sorry about your luck.

Eh, if you thought Magnaflow was too loud...you might just wanna go back to stock.
It's about the quietest of the good-sounding quality systems.
GMMG is my personal favorite and is probably what my car will get, but I'm Dynamatting my interior first. GMMG will make your neighbors hate you. Perfect sound for the car though.
My only other recommendation for your criteria though is Corsa. Has a really good sound, but you'll feel it in your wallet. Not cheap.

I run long tubes and a catless ypipe. I ran the SLP power flo system because it's loud at wide open but quiet at cruising since it uses a LM2 muffler and 2 power flo mufflers in the rear. If you have cats still this will give you a deep sound buy only loud at WOT. My car is quiet at idle and cruiseing. I pass by cops all the time and none bother me.

Magnaflow is very quite for me especially on my LT1 with shorty headers, dare i say it sounded like a V6 with exhuast, lol. I have to admit ive tried a few exhuast systems and Hooker is the best sounding to me. Not too loud but sounds deep, the only time you get rasp is ofcourse when you forget were your cats went, hehe. Even then it doesnt sound bad at all. I have to admit i really like magnaflow, great quality muffler, very good flow and with a exhuast cut out it sounds amazing.
