I can do mine without jacking the car up. I bought a good wix filter and it cost 13 bucks. One plastic clip and a couple of wrenches

If it were me I would want to scan that thing first and go for a drive before I start throwing parts at it though It could be a number of different things,,,even bad gas causing this thing to pull tons of timing.

A good tuneup is always a good place to start,,,but 8 mpg???? Man I just can't get over that

Doubt the Diablo can do anything for you.

Basic tune up.... Plugs, maybe wires, fuel filter, air filter/clean etc.

Getting caught up on maintenance is always a good place to start, but I doubt its gonna fix 8 mpg.
Do any of these things ring a bell?
Are the tires at the correct pressure?
Are excessively heavy loads being carried?
    Restricted air filter
    High fuel pressure
    Restricted fuel filter
Air leaks near MAF, PCV system, or O2 sensors
Speedo correctly calibrated to rear end gear ratio
Stuck open t-stat - engine not reaching closed loop
    Restricted cat or exhaust
Brakes dragging - P/brake stuck on

Diablo won't help ya. You need a scanner to watch the 02 switching points. Generally when they get lazy they slow down and don't trim the fuel accurately.
02 sensors by the way are considered general maintainance items and should be replaced about every 50,000 miles or so. It's usually part of a thorough tune up as well as plugs, wires, filters, cleaning the MAF, etc...

Make sure the tree-huggers have not added more ethanol to your stations gas which will kill mpg also. They keep trying to add more than the 10% allowed.

The winter can do a good bit to gas mileage as Johns00Z28 pointed to, but more than 15% should start raising a flag.

I don't think I read anybody saying Air Filter but I'd change it. With the nasty winter we have had...if the AF has pollutants in it and you add real cold and moist air that thing might be down to flowing 1/3 of what it should. And for me I'd at least swap front and rear O2's around.
