Does your car have the power steering cooler? Could be a leak between the power steering and the radiator. Other than that, you got the rack and the pump. Not much to work with, and one of them is bad. Usually though, a loud pump is a dying pump.

Is it possible that its just low and the fluid is foamy from the pump sucking air and aerating the fluid? If so, let it sit until the foam goes down (30 minutes usually works), top it off and look for a leak.

pewter- 99 trans am ws6
update.
after further inspection it seems that water has gotten into the power steering and a little bit of power steering fluid has gotton inside the reservoir. i am thinking that the power steering cooler has a leak. i dont see any other way of the water getting into the pump.
what should i do. i am ordering a new cooler and trying to get as much of the fluid out of the pump and the radiator. should i replace the power steering pump while i am at it. the pump was fine until this incident.
