(p0200-injector control circut voltage) make sure you have all the injectors seated fully, and that the wiring harness for each injector is attached correctly, fully seated, with retainer, and hooked to the correct injector. also trace the wiring harness for the injectors, make sure nothing got pinched in the swap.

your headline says P0220, just noticed it, so which code is it?

that is related with the fuel injectors. Did you check the wires and wire harness for cuts or pinched wires? pull each plug to each injector and check the pins. make sure they are not bent. If you have an ohmeter read the resistance of each injector you could have one that is bad. plug them back and make sure that the conectors are going all the way in.

Did you tighten the bolts to specs?

was the fuel rail new? if it was old did you make sure there was no debris? the reason I ask is because it can clog one or more injectors.

The intake had injectors and a fuel rail on it (used injectors and rails)

+1 to this. you should have 58-60 psi at the fuel rail.

yes you can. I have heard that the 98 injectors are bigger than the other years. you don't happen to know if they came out of a 98?

since you have yours, i will put your old fuel rail and injectors back. you don't know if there is an issue with the used set.
