    You said your dad just put in a new starter right. Did he check the alternator?

    OK. It clicks. One of the telltale signs the motor is seized. What conditon/brand is the battery? I ask as the Delcos with the side terminals are known to fall apart where the negative wire bolts into the side of the battery and the acid corrodes wires and the battery tray. Most batteries will leak over time, but the Delco side terminals leak more.

    Pull the spark plugs out and try it, the check gauges light is on for 3 reasons in these trucks, undercharge, no oil pressure, and over temp.... if it wont spin with the plugs out, and a good hot battery making good connection, it has likely seized, and nothing short of a COMPLETE overhaul will repair it.

    However, if you over heated it, and blew a head gasket, introducing water/ antifreeze into the combustion chamber, it could be hydrolocked, and if you pull the plugs, it will give the water a place to go. If you get it to spin with the plugs out, It will likely antifreeze out of the problem cylinder.

    If not, TBI motors are a dime a dozen.

    /\/\/\/\/\/\ This... Also something to check on older Throttle Body Iinjected chevy small blocks is the injectors themselves. take the lid off the air cleaner assembly. Then turn the key to the "run" possition WITHOUT STARTING IT.. then go back under the hood and look @ the two little tin can looking things on top of the carburator they look like upside-down bottles and are side by side. Watch them for a minute or two. What you're looking for will be gas dripping from the bottom of one or both injectors when the engine is not running. If the leak down is severe enough it can cause an engine cylinder or more to fill up with gas. Your engine therefore is unable to compress liquid and can seem to be locked up. If you get a new motor you could easily add this problem to the new engine too.. IF this is the issue with your TBI unit and it gets added to a new engine... Good luck..
