Need help from someone who knows cars!

ok so the other day i get in to my car to start it up and it will not crank at all.when i turn the key a 1/4 of the way ( you know to turn on the radio) the setbelt alarm light and sound flash on and off real fast. and also i have been seeing water on my driver side floor mat ( i guess it is rain getting in) so what this leads me to think is that i have a short some were. but here is the ? if water has dried up why dose the car not run? and how do i get my car running???well today i was messing with my car and i noticed when i turn the key 1/4 i was hearing a clicking noise in the fuse box under the hood and the fuse that was clicking is the fuel pump fuse . it is one of those grey box fuse8567 so i do not know if it is bad .but im going to try to replace it

have you checked the battery? same thing happened to me when my battery went out clicking noise inside the car and in the fuse box under the hood its probally the battery but I dont know about the water
