My radiator fans arent turning, help on how to troubleshoot

So my car is overheating now that its getting hotter. I looked at on of my fans and it had some debris stuck to it preventing it from turning. I removed the debris from the one fan and they both turn by hand effortlessly. BUT when my car is on they dont turn on!! Even when my temp gage is in the red. I looked at the relays and I did notice something wierd ( can someone go out to thier car and check the positions??? ) The #1 and #2 Fan relays have the written upside down as I look at them from the front of the car. The #3 Fan relay is not upside down. Is this correct? Also, would having one of the fans stuck damage both fan motors?? Anything else I should check?? Thanks.

check the fuse and also see if you have power at the fan plug with a test light.

I looked at all the fuses in the two fuse boxes under the hood and the one inside the driver door. Didnt see any that were blown. I think one of them was labeled "fans", cant remember i was on the side of the fwy. I'll check again but anyone know the correct lable for these two fans? I read on another post that turning on the a/c would turn on both fans automatically so im gonna try that as well.

BLOWN FUSE, lesson learned, dont just look at the tops of the fuse, I pulled some out and looked at others thru the top
