The test in NJ has a stated range, but it doesn't sound like he actually metered the car -- hence, it was "too loud" based solely on his judgment. In these cases, it's probably best to just go to a private facility and have them inspect it. Unfortunately, now that the car has failed once, the "loud exhaust" is likely noted in the database for that VIN (meaning that it might be a little tougher now to get an inspector to "look the other way").
A case of beer or scotch normally does the trick for me.

you might wait until you are around the corner from the shop and do it...

worked for my harley. They will burn and blow out within 50 miles...
Yeah, nothing better to start a grass fire than a flaming ball of scouring pad. Do that and see if you can blow them out onto the inspectors dried out lawn in the dog days of August. Or back into the shop when they fail it.......lol.

If the manager told you to get inserts, then he's a cool guy in my book. Most inspectors will tell you to pull the whole catback and reinstall the OEM system...THEN LOOK under the car upon re-inspection.

Wow.... At least CA doesn't do a db reading with a normal smog... unless you're sent to the state Ref which is a completely different situation....
