Buy then sell car w/out registering it
Buy then sell car w/out registering it
Can I buy a car get a bill of sale and the title then turn around and sell it
w/ out even registering it?
and while it's for sale drive it around w/ a tempuary tag?
I've observed the folks next door w/ a tempuary tag on their car for over three years I don't think they ever intend on registering it.

That varies from state to state. It may also depend on if your state requires a business license to conduct such transactions.
Car dealers can in all states but as a non-dealer not sure.
I know here in AL if I buy/sell more than 6 cars per calender yr I am considered a business and would need to get a license. This would be mostly for tax purposes.
Temp tags are usually good for up to 30 days from time of sale.

Unless the tags are stolen and they just have been lucky that they haven't been pulled over.

Only way to get a temporary tag in PA is to register it. However, the best way here to drive an unregistered vehicle is to have a friend in the automotive business and "borrow" his dealer plate.

I would tend to think you could sell a car without it being licensed and insured, as many people do that quite often here.
Here in AZ you can print off a temp tag right from your computer at home. It's a simple 3 day tag that costs $1 or $2 (can't remember which, it's been a while since I've done it) The purpose of this tag is to get a newly purchased car from point A to point B before the registration process has been complete.

You can own a car in MD without having it tagged or insured. You just can't drive it on public roads. I have had cars sit in my yard for a year without being registered or tagged while I was working on it to get it ready for inspection. I did however get the car titled in my name, so when I did want to sell it, it was just 1 less step to take to get it ready.
