it's hard to read what you're saying, but it sounds like:

    your battery is not charging,
    your steering is not steering,
    and your car is overheating,

I'd say then yes, your belt is not turning.

degrease all of your pullys and buff them dry with a clean rag. get a new belt and try again.

A 3 year old belt is about 2 years over due for changing.. The belt sqweels because it's old and got drenched in coolant..

Coolant is very slippery.. Replace belt asap..

Coolant in the Alt can be cleaned out with CRC MAF cleaner only after it has been disconnected.

Sounds like your system also has a ton of trapped air as well as a bad thermostat..

If the pump is bad they usually make plenty of noise all the time..

Worse case: The head gasket has begun to leak compression into the cooling system causing air lock..

    Just my .02

What everyone else said and you also said your volt/battery meter is in yellow well it sounds like when you took off your radiator cap after it spewed out everywhere it might of went all over your alternator and could have ruined your alternator. I LOLed when i read the part about you taking off the cap and it went all over you, lol sorry.

That thought popped into my mind also.

OP, when you take your belt off, spin all the pulleys to make sure nothing is locked up or spins roughly

Me too. That is a big no-no

Do what Cutlass said also before putting the new belt on. If a pulley has seized up you will be going to the auto parts store to buy a 3rd belt...
