3M sticker in hood and door?

Hi,
I found these stickers in the door jam, and hood.

It says:
"WARNING TRACEABLE Invisible PHANTOM footprints, WARNING Permanently marked even if label is removed!, Made for Vehicle Security by 3M"

Any idea what that is for? My thoughts would be a theft protection thing, or possibly a paint job? There is one in the drivers door, and one on the hood.

This is off their website. Looks like it is for dealer security for parts inventory.

Your Phantom Footprint decals are an anti-theft device that can be
registered with the NICB. It would allow the code to be
cross-referenced with the VIN and the owner of the vehicle to be
identified in the event the vehicle was ever stolen. I will send a
registration form to the address you have provided. If you fill it out
and return it with a $5 bank check, we can have you registered as the
current owner.
