    Rear wheel issue

Today i went to have my wheels balanced and rotated (Costco) and apparently they could not rotate them because the front wheels wont fit on the rear tires. I bought and had my tires put on by them. All the wheels are all the same 275/40/17 directional tires.

More research found that this is the mounting hub that is my problem, I'm thinking to just leave it as is. I want to know though is the hub supposed to slide inside the wheel center or just be touching it?

Should i consider grinding as i found on this thread:
shave mounting hub or center of wheel?
