i cant say a sure fix, but on the preventative side you need to dry them thoroghly after washing if the water is that hard. also washing them when they are hot after driving will cause spotting on polished non-clearcoat wheels. what i use on aluminum may help but i have to go to the garage, forget the name. did your polishing cloth turn black when you were using it? thats a sure sign that its working well, but maybe not on the spots.

If you have any bike buddies ask if they use S-100 cycle cleaner. That stuff is great for hard water stains, and an all around clean. I never understood why they sell it for bikes in bike shops and dont try to market if for a total car cleaner.
That shit cleans everything.

This is what I have always used. The Eagle 1 doesn't leave a high shine but thats what the Mother's Billet is for. Any spots I have ever had on my wheels, using both of these has removed the spots.

more polish and buff harder. drop by a car shop, or body shop of some sort. they probably have an industrial aluminum cleaner on hand. ask if you could spray down your rims. but dont get any on the rubber.

I always use mothers and it took care of everything, after you wash the rims off again. Cause if your rims are super hot and you try to clean them its bad times!!!

This may be a stupid idea, but what about trying C.L.R. (calcium, lime, rust remover) thats used for the bathroom. I know it does wonders on the shower head when it starts to clog up with calcium and sprays all over the damn shower.
Just a thought.
