Problem with HID H3 bulbs not coming on @ same time...

Hey guys, havent been on the forum in a long time..

I'm still having problems with my HID headlights and I'd like to figure out a solution so I can pass inspection. I may just buy silverstar bulbs and call it done haha..

I have those CCFL halo aftermarket headlights so I had to by H3 HID Bulbs. I bought the kit from DDM Tuning and the headlights NEVER come on at the same time. I ordered a relay harness from them and it did not fix the problem. I have no clue why even after ordering the relay harness, I still have the same problem. The harness has 2 sockets for the headlight "sends", 2 sockets to go to the ballasts, and then wires to wire to the positive and negative terminals. I wired the battery connections to the big red fusebox bolt and then grounded to a chassis ground bolt nearby. I tried connecting both headlight "sends" to the relay harness (didnt work), then tried connecting only 1 headlight "send" to the relay harness (didnt work)... I am really puzzled why this didnt fix the problem. The only other thing I can think of is maybe there is a bad ground somehow?

Worth mentioning: there are different situations that result in the HID's coming on and I should explain them because I think it is very odd and may help solve this..
Combinations of events that cause the HID's to come on @ the same time:
    1) turn headlights on, wait for a couple seconds, start the car.
    2) at night - (parking brake OFF), start car.

very strange how if I turn the headlights on before starting the car OR start the car with the parking brake off, the headlights come on at the same time. Otherwise the one side only comes on and I have to flip to high beams, and then back to low beams

    Any ideas?

Do you guys have any suggestions on where to buy a better HID kit that you KNOW would work in an H3 bulb style?

    To keep it simple:

Has anyone purchased a pair of H3 HID bulbs that work without the relay harness? Where should I buy a new set of HID's?

Is it always one side that lags? Can you swap ballasts between sides and see if follows the ballast?
I like work. It fascinates me. I can sit and look at it for hours.

Sounds like a power issue where the ballasts arent getting clean power
