fenders be bolted to the bumper then mounted

on a 99 TA can the front fenders be bolted to the bumper then mounted?

I have the gap on both sides of top of fenders can't seam to retighten to reduce the gap.

I'm planning to add rivots in the cheesie GM metal braket and maybe even add
a stronger metal plate on the other side of the GM metal piece then maybe I can tighten down to seal the gap just don't have any room while parts are mounted.

if I'm able to put together off the car ?can the fenders be bolted to the bumper then mounted?

Thanks for any tips to reduce the gap.

id say its possible, but will be very awkard to put in place and line up. youll definately need 1 or 2 buddies to help ya.

i bet the core support bent a bit.

car was hit in a parking lot back in 02. I was a little mad when I came back to parking lot and reviewed crumie vidio for hit.

the rad. core surport was replaced w/ a brand GM new core surport.

all work was done by a professional that I've trusted for over 15 years
he got the bumper on an fitting tight no gaps.

current bumper sag is a new problem.
