I've had the car for about a year and a half and just recently bought wheels and tires and the prokit for it. I've done all the free mods, slp ls6 intake air lid k&n filter, magnaflow exaust, edlelbrock strut tower brace and adj panhard bar, powermax tuner, and tinted the rear window. Anyway to answer your question, probly 50/50.

Depends. I consider my drag and street wheels performance mods. The drag ones for obvious reasons, but the street ones because of the wide footprint on the rear.
I would say 97% performance.
Maybe 98%.
