welcome to the club!
From 1999 to 2002 GM change the adhesive they used on the roof of these cars and that caused the paint to bubble as the sun light hits the car the adhesive comes through the paint
GM released TSB #03-08-98-001A which indicated a problem with the adhesive under the paint job= known problem.
This cannot be fixed by only repaint.

Same problem with mine. I chipped out the bubbles with a razor blade. Filled them with a stick of duplicolor GM black. Sanded with thousand grit. Two coats of clear. A few different grades of polishing compound and it looked great. Until I left it in the sun for an entire day. Now I have a couple little bubbles starting again.
