It's the plastic breaking down from a lot of UV light exposure from the sun. You've got a '99 and I suppose it has been outside most all the time, so you're due for new headlights. You could try the wet sanding then polishing to make them last a little longer, but you're going to have to replace them before long.

Once their cracking it's all over. Mine did the same thing, 1500 and 2000 wouldn't help a bit. So I bought some VHT Niteshade spray paint and took care of it that way.

my were nasty as well they were all yellow and hazy with those tiny cracks also....mine car is a 99 as well....so i found this website that should a guy modifying his lights so i tried it out myself....i wet sanded my lense with a 600grit, 800grit, 1000grit, and finished off with 1500grit...and i painted the inside housing flat black tell me what you think?....didnt cost more than $8 to do the mod ...i then polished the lenses with my own polish
