Try steel wool and car soap.
My exhaust tips looked like that. After I cleaned them up with steel wool and car soap. They look great now.

Steel wool will scratch the chrome. Go with Blue Magic or Meguairs Chrome Polish and a microfiber cloth.

I have an excellent cleaner for chrome and metal. I'll post the name when i get home. All I can remember is that the can is silver with black lettering. Its a type of wading compound.

Steel wool #000 or #0000 even better. Eagle one wadding polish works great as well. Have used both in the past.

you might try krudkutter. i doesn't have petroleum solvents, and is biodegradeable. you can try it full strength, but i think the instructiosn say to dilute it 10:1 w/ water for wheels. i've started using it to detail the engine.. works good so far!

Not 0000 steel wool. In fact, it's also used to polish wood furniture.
