Probably a toss up, really depends on how well kept both cars are. This day and age ya know...
I had a low mile 88 Iroc L98 that ran very strong for what it was. Only had 2.77 gears, and with shorty headers, an Edelbrock cat back exhaust, and an adjustable fuel pressure regulator bumped to 45 psi,,,,,it ran tire spinning 13.90's at 100 mph. Very hard car to launch without a little wheel spin, it had a fair amount of low end right off idle, which also made the car a blast to drive. For very little done it ran decent. I really wanted to put gears in it, but never got the chance. Ran quicker than my wifes 97 6-speed Z28,,,,really.
I'd have put it against an Impala SS back then without hesitating. I ran many fox bodies with it and did pretty well 90% of the time. I really miss that car.
On the same token, the Impala SS isn't anything to sneeze at, if they are modded a bit they can get up and go. My buddy has an LT1 caprice (95 or 96) with about 30K original miles. A good tune, 3.42 gears installed, and a catback exhaust, (maybe air intake I think??) It's went low 14's but I don't remember the mph. Gets sideways and burns rubber, a blast of a car to drive. It raises eyebrows with it's wire hubcaps and white walls Probably a few more simple mods away from easy 13's.
I say race em' and find out.

Blue- Chevy Malibu
Did he spray you? Sounds like a possibility, I hate getting sprayed cuz it always feels like you are moving backwards...
