A little bit of help please Ed.

#1. I keep getting sent to the Rules page when i try to make a post, or read a thread. It does it randomly though cause i've been able to post like a few times. Is this a setting you need to change?

#2. "The server is too busy at the moment. Please try again later." <-I realize this server is somewhat cheap, but i'm getting this message ~75% of the time if the page loads at all.
