Can someone explain levels of album space to me please? Is there a length of membershi requirement? Is there a # of posts requirement? Exactly how does this work?

Ok I am asking because when I try to add pics to my album I get a message(quickly) my space is exceeded. I could cut my space if use a different format for pics, Is there a restriction on the format: jpeg vs, gif vs. png?
