^^ A fluid swap can remedy the whine. I use a turkey baster to suck out as much fluid as I can from the reservoir then top it off with fresh fluid. With the front end off the ground, I then start the engine and slowly turn the wheels first to one lock and then to the next and back to center. Shut it down, and repeat this process a few times to remove as much of the old fluid as you can. Most recently did this on a Dodge Dakota with lots of miles and it was noise free when we finished.
