wowsers ...confusing..however to answer your question...they could be. the easiest way to fix it is to buy replacement bulbs and swap them both out.

as bulbs age they dim...so as said above..just change them out

its because condensation has gotten into it for a long period of time, its a common probalem you'll have to buy a new taillight

water gets inside and overheats, it tarishes the chromw finish on the inside of the housing and turns it black, trying to rubb it off rubs the chrome off too, sorry bud, craigslist for another tailight found some great deals out there
