Headlights sometimes do not come up (gears and motor are good)
Sometimes the headlights on my car do not pop up. Sometimes I have to turn the engine off and back on, and then the headlights pop up immediately. That's so weird, because the gears and motor seem perfect. What gives?

you'll want to check the connectors to the headlight motors....they are no doubt corroded which is causing poor contact. you'll need to take them apart and pretty much rebuild them with new connectors. its very simple but it takes some time and patience.
