If your headlights are coming up when turn your switch to the parking light position, you have a problem.
If you turn your headlights on (and up) you'll have to turn it all the way off to get the lights to go back down and then turn it just the one click (as indicated above) to the parking light position.

I love doing that. It looks even more intimidating when driving to work in the morning or cruising through a parking lot structure. I did it today when there was a little morning fog.

I run with my fog lights on all the time. Not only does it make the car look more bad ass but it's a safer way to travel since these cars don't have running lights.

Another problem you may have is a bad headlight gear / motor. If your gear is stripped, you can't run foglights with the headlights down.
It's a diagnostic indicator with a bad gear. If you have a bad headlight motor gear, whenever you have your parking lights on (ie. running foglights, using your remote entry, etc.) your headlights will pop up.
Do your headlights make a grinding noise after they lower? If so, then that's your problem.

Yep, I had the same problem with my 1994 T/A before I fixed the gears. Whenever I turned on the parking lights, the headlights went up. I got so sick of it that sometimes I'd unplug the headlight motors if I knew I'd be driving around during the day. Sorta a P.I.T.A. Have you tried the free headlight fix 98T/A? That might fix your problem.

What you talkin' 'Bout? Our cars have Day Time Running lights, that is why the front turn signal ambers are always on. That is sooooooooooooooo much better than having the gay headlights on dimmer than dim.
Definitly bad ass, I drive with my fogs on as much as possible.
Anyway, the newb found the answer to his question, unless he really wanted just the parking lights on. The answer to that question is you can't drive the car with only the (front) parking lights on and not the DRL. You can turn the parking lights on, without the DRL, if the car is shut off or first started with the parking brake on (I hate calling it an emergency brake..........) when you release the handbrake the DRL come on.
