I work in the diesel industry and the real driving force is the EPA (please don't ban me for foul language).

When it comes down to it there is no reason to do great big changes unless there is legislation behind it. A good block will give a company options for years but emissions and maintaining performance are the real engineering challenges

    dumb question?

Also the modern LS was released in 97. But was long tested before that. It was a good run. It still is the go to for just about any build and it has replaced the SBC 350.

Emissions, fuel economy and packaging are the driving forces of engine design. Then they have to take into account production costs -- materials and labor.
