Depending on mileage and condition of the vehicle he will probably burn through that $500.00 as they find things that are about to go simply due to age, wear and tear... Opti, waterpump, wiring harness, and all kinds of incidental crap can happen on a car that is 12 years old... Shocks, springs, brakes.... So much can be found when rebuilding something. He should probably keep the money in his pocket until he is certain of the outcome.

If he does end up with the money to spend, a stall is a great mod but if the transmission has lots of miles and has not been rebuilt he will probably spin it. A transmission cooler is also important when doing a stall.

I think I would simply go for some shortie headers (easy to install if the engine is pulled), for better performance and better gas mileage, and a cold air intake if he doesn't already have one, which will also provide better performance and better gas mileage.

A taller stall will hurt gas mileage unless a lockup switch is installed and it will produce more heat in the transmission which will shorten the lifespan unless a tranny cooler is installed.
