these cars claim to be cam only but are puttin down some serious times....how?

This has been a fact since 2004-05

Correct!!!!!!!!!
And there are cam/head/ bolt on cars evening hitting high 9s with 460-490whp.
The secret is weight reduction and a drivetrain/suspension/gear setup to hoook HARD. 4000+rpm stalls and a large cam.
To answer your questions yes there are cam only 10 second f-bodys and 9 second N/A stock bottom end f-bodys.

Think about it this way. There are rx7s and 240sxs with ls1 cam only swaps running 10s. Why? because they are so light 2700-2800lbs. So lighten up a f-body to 2700lbs and it will do even better because its generally easier to get a f-body to hook than a 240 or rx7.

so naturally, it wouldnt be a practical street car anymore if you do the weight reduction and huge cam and stall....

I agree with all above however the OP states the guy is claiming only installing a Cam. My doubts are with the Cam only claim. 10 sec requires a lot of suspension, rear and other bolt ons besides a Cam. Now if the car owner meant to say 10 second car with no blower/turbo/NO2 then I say for getting a NA car to go that fast without the previous mention FI parts.

Well weight reduction doesnt really make it less drivable. And you can always bolt the back seat back in when not at the track. But yes the bigger the cam the less it likes to be at low rpms and a 4k+rpm stall makes driving around not so much fun... but you can still do it.

People say it liek that all the time when people ask what mods you have. Most people dont wanna hear abotu the boring suspension/drivetrain mods. They just wanna know power mods. Lots of people say cam only with supporting mods. The drivetrain/suspension/weight reduction mods are supporting the horsepower lol.
