K27 Turbo? Why is this so cheap?

They have this turbo ("K27")on ebay CHEAP. I'm wondering if i can use two of these on an LQ4 block (Stock, from pan to intake) and make at least 700-800hp @ 20lbs boost, or is this too small? I've never heard of it, but I'm building a drag-race-only track car, and in this economy, every dollar saved is another dollar tward something else... I'm very new to turbochargers.
