New to n2o, where to fill (HSW kit?)

So I think I found a good deal on a kit from harris speed.
Any opinionions about the single nozzle wet kit?

Also where can I fill up in or around tallahassee, fl?
How much does it cost roughly to fill up and what kind of usage can you get out of it?
