Do I need new shocks?
I just bought my 99 T/A yesterday, and the back end feels kinda soggy. When I push down or against the back end, it moves and bounces VERY freely. It doesn't feel stiff at all.
Do I need new shocks to fix this or is it normal?
If I do need new shocks, what are the best kind to buy for a reasonable price?

depends on the rest of your suspension setup... you know which springs you have on the car ?
Regardless, you definiteley need shocks.Eugenio_SS
almost stock triple-black 2000 SS convertible with 17x11s on all 4 w/ 315s at the track or on the street with 18x10.5s on all 4 w/ 315s: (1), (2)

are you thinking on keeping stock springs ?
If so, depends if you want to lower the car a bit.
If you want stock springs and lower a bit, get Koni SA front and Biltein HD for the rear.
You'll be able to lower ~ 3/4" due to 2 perch locations on the Koni SA, while doing the hose-mod in the rear for same lowering.
If you want stock height, just go w/ Biltein HD shocks on stock springs.

stiffness is defined by springs + swaybars.
putting the rear stiffer will make the rear even more tailhappy when cornering... not sure it's what you are trying to accomplish... I'd say it's the reverse.
shocks will just control the given stiffness, making sure it absorbs the imperfections.

I'd get them on all corners.
A great place to get them from is http://www.stranoparts.com
Best thing is to give them a call and talk to Sam.
