i was wondering if i got the new c6 rims 18 x9.5 ( 275 or 285 tires) all around and then put a por-kit on if I would have any problems with clerance or rubbing of the tires?

i'm assuming you are talking about the prokit springs ?
there should be no issue, because although you go to 18", if tires chosen properly, such as a 275/35-18, it will have the exact same size as the stock 275/40-17... only difference being you have 1" more of wheel and 1" less of sidewall... but in the end... it's exact same size.
btw, you recall the offset on those wheels ?

    that means you'll need ~ 1/4" spacer.

40mm sidewall to 35 mm sidewall equals a 5 mm difference, and a 5 mm does not equal 1 inch, and neither does 17" wheels to 18". The circumference is one inch different or greater, but not necessarily the height of the wheel. A 17” wheel is not 1” lower than an 18” wheel.

The 40 and 35 are not millimeters; it is aspect ratio. 275/40/17 means the sidewall is 40 percent the width of 275 millimeters.
