Oil pressure wont go pass 25psi

I have a 1999 ls1 and I've had a ticking on my motor ever since I had it. the ticking would be very noticeable when the motor is cold. But after driving for 15 minutes or so, the ticking would go away or not be as loud. The car cold idles at 25psi and would drop down to 17ish when the motor is warmed up. But when I rev it to 2k the pressure would jump to 25 but it would never pass it. I don't know how long the motor's been running like this but I'm pretty sure its been like that ever since I had it back in august of 07. There is a leak around the starter area that I can't pin point. Its oil but I can't think of any place where it can leak like that.

I tried putting seafoam, about half a bottle. Then I changed the filter and oil. there's about 55k on the motor. I mean it could be anything I guess, bearings, oil pump, leak. But would an failing oil pump cause the pressure not to go above a certain number? I dont know how much would it affect but I also dropped the motor when it was on the hoist from about 2 feet from the ground, it broke my oil pan.

It might have hurt the pickup tube, like bent it up where it won't pick up as much oil as it should, or even cracked it and its sucking in air as well as oil. Its hard to say.

I guess the only way to find out is to take the motor out. I probably have to change the bearings since i've been running it for so long.
