if ur budget is about 6-7 grand for just buying the car, u can find an alright ls1 camaro or trans am for that price. if i were u, i would not bother searching for an SS or ws6, cuz they are always more expensive and are only a tad faster. (approximately 10hp give or take a few)
after u buy the car, u want to make sure its safe for the power ur gonna throw at it, so SFC's (sub frame connectors) are a must. a 12 bolt rearend could very possibly be necessary also. the 10 bolt can break from the stock power of these cars, so once u start increasing power, it is only a matter of time it will go.
as for mods, the basics u should start out with are things like an air lid. they can be bought for like $70 and net u a decent amount of hp for the price.
next, go with full exhaust.
if your car is an automatic, get a stall/torque convertor for a couple hundred dollars. the stall speed is preference, but around 3k is reccomended with ls1's.
gears are also a good, somewhat cheap mod. if u have manual, 4.10s are the way to go (although ull lose lots of gas mileage), and for an auto: 3.73's. the gears and stall will not increase horsepower, but they WILL make you faster. guaranteed.
if ur drag racing this, traction is essential. a good set of DR's will let u launch at a much higher rpm, thus cutting off a decent amount of time on ur 1/4
