    Which way to go?

I wanna build an LS1 for around 400+ hp the most cost effective way I can, but I'm not sure which way to go about doing it. Should I buy a take-out from a wrecked car and then change the heads and push rods and everything until I reach my goal, or should I buy a rotating assembly (block, crank, pistons) and build the engine from scratch? Which way would I be more ahead of the game?
