The UK has had a large custom scene for a while, except they use more euro cars [French and Italian] then Japanese cars. Although, you can get Skyline's in England.

England has been modding cars like that long before we ever started. I lived there in the early 1990's and they were doing this then.
Clarkson is funny...until he rips the car you like. Have you seen the Top Gear on the C6? Or how about the one where he compares the sounds of an American V8 to a European V8? He is annoying.
