Manuel low takes off in 2nd or 3rd

when i have the shifter in L1 under medium to heavy throttel i get a 2nd or 3rd gear start, under light throttle it takes off in 1st and will make a 1-2 shift.with the scanner on i dont see a comanded shift though .
In D4 or D3 every thing is normal ,i have changed a-b sol's same problem

The dealership has access to bulletins, you can also get them online somewhere I believe.
