torque converter circuit????

buddy has a 98 oldmobile, his check engine light came on and he brought it to the shop, they ran it and said his torque converter circuit is stuck on, what does that mean and how do you fix it?

I do know there is a selinoid that locks and unlocks the converter, if this goes out, it can cause the converter to lock and unlock when driving.
