Is it where the cone meets where it seals to the box.

The ring around the cone is called a surround I believe, and if you are careful, you can replace them. I have done a few myself, get a new, clean razor ( single sided for safety ) and gently remove the surround, then simply (and carefully ) glue a new one on. Most stereo shops should be able to provide you with one. The surround is simply like a shock for the speaker. and once replaced with a decent one shouldn't cause any sound imperfections.

thanks for info, and its on the outer layer closest to the screws and outer ring. the plstc center pce is still connected to the flexabol material its just not connected to the outer if that helps.

( (( )) ) the outer ring

Yeah, the center piece is typically ( on a sub ) just a dust cap to cover the voice coil etc. and performs no function in sound reproduction. The surround, whether it be foam or butyl is just a "shock absorber" that allows the cone (portion that moves air to create sound ) to move ( called excursion I think, forgive me, been a LONG time since I installed or sold stereo ) and should be replaced fairly easy.
