Turn the wheel slightly and try to turn the lock a bit more, it may not be turned all the way to the release position.
Use the two tabs on the ignition switch not the key or you may break the key off.

Can you turn it completely to the off position?

If not, depending on the year there were a couple of ways that the key would stick.

One method utilized a solenoid that would de-energize when the car was put into park, the other involved a cable from the floor shifter. I forget the cures for these but if I recall there's plenty of info on the web about it.

What year is the car in question?

That is one thing that can happen, if it won't go completely into the park position the key won't release. I had that problem on a '96 Grand Prix once, it turned out to be the button on the shifter knob not allowing it to fully engage in the park position.
