Clear coat starting to bubble?

On the inside of the fenders the clear coat is starting to peel and blister? Has anyone else had problems with this? Is there anyway to fix it/ prevent it from getting worse?:look:

Think you were likely repainted. And no, nothing you're going to do to stop it. Repaint.........

4. tape apropietly
5. sealer
6. paint
7. clear coat
8. Bake

Mine does that alittle too on the inside of the rear fenders. It was never repainted. Been like that a long time and doesn't seem to be getting worse. I had forgotten about it till you posted this thread.
