If I have headers and a custom x-pipe for my 2000 ss and I give it a tune can i still buy a program and will it still add hp?

You want to purchase a handheld programmer after you get your car tuned? If your setup is tuned, it is already at the most efficient point, buying a programmer is for stock vehicles that are still on factory tunes. Which are not that good really for slightly modded cars. But yes, it will flash the program in, but why?
