how much do cutouts cost, and doesnt it make it louder?

Much louder.
Unless the cutout is closed.
Personally...
A good exhaust system > cutout.

Sure.
But if you are going to get a cutout, might as well not spend money on a catback.

can they both not work together?

They can work together just fine.
Just isn't needed.
A cutout is basicly a cheap exhaust that gets installed in the exhaust before the catback.
Having both is counterproductive. Most guys that get a cutout want to be quieter around town and be able to open it up for track/shows.
If you have the loudmouth and a cutout, it will always have the rumble and only be a touch louder with the cutout open.
Power will be roughly the same as well with the cutout open or closed if you have a high flowing catback right after the cutout.

Don't do both LM and cutout. As said before it is not needed. Use a cutout if you want to keep the factory exhaust or a low flow chambered exhaust. If you go with Corsa, Borla, SLP, etc. catback then there is not much to gain using a cutout especially if your computer is tuned for that exhaust because there are basically straight pipes.
