My brother has a 71 El Camino we want to know what performance modifications can we do to it.It appears it didn't have an smog pump and need to know what regulations would apply concerning passing the emissions testing.We want this vehicle to be legal.

What state are you in??

Many states offer a "collector" or "antique" car program, which means it only needs to be inspected once and doesn't have to have any emmissions/smog equipment. They usually have special plates for it and a special window sticker.

Check to see what your state offers, and go from there.

From the Texas DMV website:

"Antique vehicles should be registered like newer cars, but they may be partially exempt from the liability insurance requirement. To apply for this exemption, complete the Affidavit Relating to Mandatory Liability Insurance Exemption for Certain Antique Vehicles.

Antique vehicles are also generally exempt from emissions testing."

That should answer your question ;)
