my buddy has a lt1 pulled the motor and tried to turn it over after two years of sitting, now the motor will not turn over what if anyhting is capible of rusting????? if so will it need at least a rebuild???

Was the motor stored inside or outside? Were all of the parts on the motor when stored?

stored in a inclosed garage, no headers towels in the exhaust ports towel in the TB overthing else blocked off also.

? it doesnt turn at all? Completely locked up is what your saying? Im not fully understanding this question. Is it cranking(turning) over but will not fire? Whats up?

Could be as simple as the pistons being frozen from sitting, all the way up the internals all being seized up. First thing I'd do is make sure the engine has enough oil in it. Then pour half a can of seafoam in the oil, and the other half down the intake manifold. Let it sit for a while, and see if it will turn.

If not, you're probably going to have to pull the motor apart and see whats seized up.

if you pull the spark plugs and go to the local autozone you can get a borescope for no charge from their tool exchange program (you pay for it, bring it back, and get your money back) that will let you look at the condition of the cylinder walls and see how much rust is laying there, or at the ring line. even if you free it up and there is a large amount of rust on the walls/at the rings, you will ruin the rings and have to rebuild anyway unless you want a huge oil burner.
