Here's the back of my '02 TA with the collector's edition pieces installed. If you want the center section between the taillights with the silver phoenix, ...

If you want the lower fascia area around the exhaust tips black, or gray, or silver, ...
It is indeed painted on. Most people simply take some scotchbrite or wet-sand it, then spray paint it.
