Shorty headers worth the green?

Ok so I got my 99 z28 and one of my buddies says I should get long tube headers because it will add more horsepower, and my other buddy says I should spend the money on 50- state street legal headers and never have to worry about getting it swapped out. What should I do, let me know? THANX:yup:
